Who had introduced a bill in the Imperial legislative Assembly for Compulsory Education?

Gopal Krishna Gokhale had introduced a bill in the Imperial legislative Assembly in 1911 to implement the principle of compulsory primary education for children of 6-10 years age. The bill got failed and was defeated in 1892, March by 38-13.
