What is contained in Article 16 (4) of the Indian Constitution?

Under Article 16 (4), the state may make reservation of appointments or posts in favour of any ‘backward class’ of citizens which, in opinion of the state, is not adequately represented in the public services under the state. Explaining the nature of this article, the Apex Court has stated in Mohan Kumar Singhania v. Union of India that it is “an enabling provision” conferring a discretionary power on the state for making any provision or reservation of appointments or posts in favour of any backward class of citizens which, in the opinion of the state, is not adequately represented in the service of the state.
