What are the Governance Reforms approved by Russia?

On November 17, 2020, the Russian Prime Minister Mikhail Mishustin approved Governance Reforms that are to begin from January 1, 2021.

Highlights

The reforms were earlier postponed several times due to number of reasons including COVID-19 pandemic. The reforms are being made at executive level.

What are the reforms?

  • According to the reforms, the staff within the central administrative office is to be reduced by 5%
  • The staff within territorial governments is to be reduced by 10%
  • The reforms are being introduced to improve the efficiency of Executive branch of the Russian Government
  • The reform will create a special working group that will deal with matters that are related to reform procedures
  • The reforms are to be completed by April 1, 2021.
  • President Vladimir Putin recently signed an order to increase the number of Deputy Prime Ministers from 9 to 10.

Deputy Prime Minister of Russia

These Deputy Prime Minsters are recommended by the Prime Minister of Russia. The Deputy Prime Ministers carry out activities of the federal government bodies. It is a temporary post.

Government of Russia

Till 1991 (the year of disintegration of Soviet Union), President of Russia was the head executive branch. Later the constitution was amended in 1993. According to the latest amendment, the President is not a part of the Government of Russia. The Government of Russia is formed by council of ministers and exercise the executive powers

President of Russia

The President of Russia is the head of the state. He is the commander-in-chief of the Russian Armed forces. He holds the highest office in Russia. When the president is unable to deliver his duties, they shall be temporarily delegated to the Prime Minister. The current president of Russia is Vladimir Putin.

Government of Russia

Russia is a federal semi-presidential republic.

  • Federal: It is the union of partially self-governing states. India is federal.
  • Semi-Presidential: It is a system where the President exists alongside a Prime Minister.
