Vibrant Villages Programme Phase Two Approved
The Government of India has recently approved phase two of the Vibrant Villages Programme (VVP). This initiative aims to encourage comprehensive development in strategic villages along international land borders. The total financial allocation for this phase is ₹6,839 crore. The first phase focused on villages near the China border. The second phase will expand to select villages across 15 states and two Union Territories until 2028-29.
Objectives
The VVP aims to improve living conditions and create job opportunities in border areas. It seeks to ensure prosperous and secure borders while engaging local populations as vital support to border forces. The programme will also tackle trans-border crime.
Infrastructure Development
The initiative will fund infrastructure projects in villages. This includes road, power, and telecom connectivity. The government plans to enhance education facilities with SMART classes. Tourism circuits will also be developed to promote local heritage.
Financial Structure and Implementation
VVP-II is a 100% Central Sector Scheme funded entirely by the Union government. A high-powered committee will oversee the implementation and may relax guidelines for better efficiency. The programme aims for saturation in existing welfare schemes in the identified villages.
Community Engagement
The programme encourages community engagement through fairs, festivals, and awareness camps. Regular visits from government officials will help strengthen ties with local populations. These activities aim to enhance tourism potential and celebrate local culture.
Focus Areas and Interventions
Key interventions include promoting tourism and cultural heritage, skill development, and entrepreneurship. Cooperatives will be established to support agriculture and horticulture. The programme also aims to provide housing and essential services like health and sanitation.
Geographic Scope and Target Areas
The VVP will cover villages within 0-10 km of the International Boundary across various states and Union Territories. Select villages in Himachal Pradesh, Uttarakhand, and other states have been identified for development under this programme.

The Vibrant Villages Programme is expected to create incentives for people to remain in border villages. This will help maintain population stability and promote local economies. The emphasis on infrastructure and community activities will enhance the vibrancy of these areas.
