Examine the role being played by so called "Carter Initiative"and the DTTI towards cooperative research, co-production, and co-development of capabilities in the area of India-US Defence Relations.
Original name of the Defence Technology and Trade Initiative (DTTI) was Carter Initiative after name of US Deputy Secretary of Defence Ashton Carter. Its main objective is to strengthen defence cooperation by facilitating the Indian companies to collaborate with US partners in defense co-production, where the US provides technology and guidance for building modern weapon systems.
DTTI is a part of New Defense Framework Agreement signed in 2005. In 2015 the agreement was renewed with special feature of ‘Transfer of technology’ and DTTI promoting ‘Make-in-India’ campaign and “pathfinder projects in fields of Intelligence-gathering; Mobile electric hybrid power sources; Chemical, biological warfare protection.
