UNSC Counter-Terrorism Committee – Update (October, 2022)

A special meeting of the UNSC Counter-Terrorism Committee is set to be held in India.

Key facts

  • The UNSC’s two-day meeting in India on counter-terrorism will be held in Mumbai and Delhi on October 28 and 29 respectively.
  • This marks the seventh time that the Counter-Terrorism Committee (CTC) is meeting outside New York.
  • The last special meeting of the Counter-Terrorism Committee held outside the United Nations Headquarters was organized in Madrid, Spain in July 2015.
  • The meeting in Mumbai will include paying tribute to victims of 26/11 terror attacks.
  • The special meeting in New Delhi will be organized based on the theme “countering the use of new and emerging technologies for terrorist purposes”.
  • It will focus on three areas – internet and social media, terrorism financing and unmanned aerial systems.
  • It will also focus on emerging technologies like cryptocurrencies.
  • The special meeting will bring together government officials, multilateral organisations, think tanks and independent experts to discuss topics related to terrorism.
  • It will involve the participation of foreign ministers from the UK, UAE, Ghana, Albania and others.
  • The UN Secretary General for Counter-Terrorism will also take part in this meeting.
  • The meeting’s aim is to preserve the benefits of emerging technologies while also mitigating the risks posed by them when in the hands of terrorists.

About UNSC Counter-Terrorism Committee

The UNSC Counter-Terrorism Committee was established in 2001 in the aftermath of the 9/11 attacks in the United States. It is a subsidiary body of the United Nations Security Council (UNSC). This 15-member committee was set up to implement the UN resolution obligating member states to criminalize support for terrorist activities and stop financial aid and harbouring of terrorists. In 2004, the Counter-Terrorism Committee Executive Directorate (CTED) was established to provide expert advice for Counter-Terrorism Committee. The CTED also provides technical aid for the member countries and promote their collaboration at various international forums.
