Telangana Appoints Commission for Scheduled Castes Sub-Classification
The Telangana state government has launched a new effort to study the sub-classification of Scheduled Castes (SCs) for reservation benefits. This is being done to ensure that the different groups within SCs get a fair share of the benefits offered by the government. To carry out this study, the government has created a special commission, which retired Justice Shameem Akhtar will lead. This move follows the recommendations made by a Cabinet sub-committee, which looked at ways to ensure that the advantages of the reservation system are fairly shared among all SC sub-groups.
Formation of the Commission
The government set up this one-person Commission of Inquiry under the Commissions of Inquiry Act, 1952. Justice Shameem Akhtar has been given the task of leading this investigation. The commission has been given a time limit of 60 days from the time the commission officially starts its work to complete the inquiry.
Objectives of the Commission
The commission’s main tasks include:
- Conducting a sub-classification of SCs to ensure fairness.
- Grouping similar sub-castes based on scientific data and methods.
- Using census information and other available data to create accurate groupings.
Empirical Research and Analysis
The commission will conduct studies to:
- Measure the levels of backwardness among different SC sub-groups.
- Investigate whether certain sub-groups are underrepresented in state jobs and educational institutions.
- Assess differences in socio-economic, political, and educational opportunities among these groups.
Recommendations and Implementation
Once the research is complete, the commission will:
- Make specific recommendations on how the sub-classification should be done.
- Suggest strategies to ensure that reservation policies are distributed fairly among all SC sub-groups.
The ultimate aim of this initiative is to ensure that all sections within the SC community in Telangana receive fair treatment and equal access to the benefits provided by reservation policies.
