Tamil Nadu Governor allocates 1 Crore to PM-CARES Fund
On March 30, 2020, the Governor of Tamil Nadu Banwarilal Purohit allocated 1 crore rupees to PM Cares Fund and another 1 crore towards the Tamil Nadu CM Public Relief Fund (CMPRF). The funds were released from the Governor’s Discretionary Grant.
Highlights
In Tamil Nadu, the number of COVID-19 infected cases suddenly increased by 17 in a single day. This was the highest increase in the state since the inception of spread of the virus in the state.
Constitutional Provisions
There are two types of Grants provisioned in the Constitution of India. They are Statutory Grants and Discretionary Grants. The Statutory Grants are those grants that are defined by Article 275. They are charged on Consolidated Funds of India. They are mainly used on the welfare of scheduled tribes of the country.
The Discretionary Grants are those grants that are allocated by Central and State for the welfare of the public. They may be under Union Ministers or Governors or Vice Presidents. These grants are discretionary and no obligations are required to make such grants.
