SVAMITVA Scheme: Property cards for rural landowners
On October 11, 2020, Prime Minister Narendra Modi will distribute property cards to rural land owners under svamitva scheme.
Highlights
The property cards are to be distributed to villages in the states of Uttar Pradesh, Haryana, Maharashtra, Madhya Pradesh, Karnataka and Uttarakhand. Around 763 villages are to be benefited. This includes 346 villages from Uttar Pradesh, 44 villages from Madhya Pradesh, 100 from Maharashtra, 221 from Haryana, 50 from Uttarakhand and 2 from Karnataka.
Svamitva
Svamitva is Survey of Villages and Mapping with Improvised Technology in Village Areas. The main aim of the scheme is to provide the right to document residential properties to the rural population. It enables the rural population to use property as a financial asset.
The scheme aims to survey lands in rural areas using Drone Technology. Under the scheme the survey is to be conducted over a period of four years that is between 2020 and 2024. The scheme had been allocated a budget of Rs 79.65 crores for the fiscal year year 2020-21.
The scheme was launched on April 24, 2020. It was launched on the occasion of National Panchayati Raj day. The scheme was launched by Ministry of Panchayati Raj.
Objectives of the programme
- To bring financial stability to rural India.
- To create accurate land records that help in rural planning
- To create a server infrastructure that can be leveraged by any department for stop
- To help Gram Panchayat in making better GIS map.
- To reduce property related disputes.
Need for the scheme
Several villages in rural India do not have proper documents to prove their ownership of their lands. Land being a state subject, several states had not completed the survey and measurement of populated areas in villages to verify the properties. This scheme aims to to become a tool of empowerment and entitlement to the villagers.
