Supreme Court: No acid sale without ID

The Supreme Court gave an interim direction and has totally banned the counter sale of the chemical taking into the account acid attacks. A Standard Operating Procedure (SOP) should also be laid down for management and handling of acids.

Objective: To prevent acid attacks.

As per the directions of Supreme Court:

  • Standard Operating Procedure (SOP) should also be laid down for management and handling of acids.
  • The seller needs to maintain a log/register recording the address and other details of the buyer.
  • All dealers should sell the chemical only after the buyer shows a government issued photo identity card and specifies the purpose of purchase.
  • The seller should submit the details of sale to the local police within three days of the transaction and no acid should be sold to any person under the age of 18 years.
  • All the stocks must be confirmed with the local Sub-Divisional Magistrate (SDM) in 15 days.
  • If the stocks are not declared with the SDM then all the stocks could be confiscated and the defaulter will be fined up to Rs.50, 000.

The proper rules and guidelines are yet to be framed by States and Union Territories.
Raise compensation to acid attack victims to Rs. 3 lakhs
The Supreme Court has  directed all States to pay acid attack victims Rs. 3 lakh towards medical treatment and after-care rehabilitation — Rs. 1 lakh within 15 days of an incident and the balance within two months thereafter.
