State Energy Efficiency Index released by GoI
On January 10, 2020, Bureau of Energy Efficiency (BEE) launched the State Energy Efficiency Index, 2019 in association with Alliance for Energy Efficient Economy. The report was prepared considering the basic energy requirements such as coal, electricity, gas and oil. The report tracks the progress of Energy Efficiency initiatives in 36 states and Union Territories.
Highlights
Karnataka, HP, Haryana and Puducherry were the best performers according to the report. Manipur, Jharkhand, Rajasthan and Jammu and Kashmir were the least performers.
Indicators
The index has been developed based on quantitative, qualitative and outcome-based indicators. The outcomes of 5 distinct sectors were studied namely industry, buildings, transport, municipalities, Discoms and agriculture.
This year, BEE has included Energy Conservation Building Code as one of its indicators.
Energy Conservation Building Code
The code was developed by BEE under the guidance of United States Agency for International Development. The code aims at promoting energy efficiency in the building sector.
Significance
The first such Index in the country was released in August 2018. The index will help states in their contribution towards energy security and climate action. It help the states track their progress.
Suggestions of the report
The states should shift their focus from “policies in place” to “policies successfully implemented”. They should aim at strengthening data capture mechanism. The states should also aim at integrating programmes that have direct or indirect links with consumers.
