Rome Declaration Addresses Water Scarcity in Agriculture
On October 17, 2024, member countries of the Food and Agriculture Organization (FAO) adopted the Rome Declaration on Water Scarcity in Agriculture. This initiative aims to tackle water scarcity, worsened by climate change, particularly in agriculture. The declaration was a key outcome of the High-Level Rome Water Dialogue, held during the FAO’s World Food Forum from October 14-18.
About Water Scarcity
Water scarcity refers to the lack of sufficient water resources to meet the demands of water usage. It affects agriculture, as this sector consumes over 70% of global freshwater withdrawals. By 2050, the UN predicts that over half of the world’s population will experience water scarcity for at least one month each year.
The WASAG Initiative
The Global Framework on Water Scarcity in Agriculture (WASAG) was launched at the 2016 UN Climate Conference in Marrakesh. Its purpose is to assist countries in managing water scarcity challenges. The initiative brings together governments, NGOs, and private sector partners to develop solutions for sustainable water use in agriculture.
Commitments in the Rome Declaration
Through the Rome Declaration, countries pledged to enhance political support. This includes creating policies, legal frameworks, and financial access to combat water scarcity. The declaration also addresses the impacts of climate change, such as floods and droughts, on food security.
Family Farming’s Role
Family farming is crucial, accounting for over 90% of all farms globally and producing 70-80% of the world’s food. These farms are vital for food security, especially in low- and middle-income countries. They support crop biodiversity and manage natural resources responsibly.
Despite their importance, family farmers face numerous challenges. They often struggle to access resources, market opportunities, and essential services. Their livelihoods remain precarious, putting them at risk during crises.
United Nations Decade of Family Farming
The year 2024 marks the halfway point of the United Nations Decade of Family Farming (UNDFF), spanning from 2019 to 2028. This initiative aims to support family farming globally. It was unanimously adopted by the UN General Assembly in 2017, with backing from 104 countries.
Investment Goals by IFAD
The International Fund for Agricultural Development (IFAD) aims to mobilize $10 billion over the next three years. This funding will focus on improving agricultural productivity, enhancing resilience, and increasing incomes for rural communities. It also aims to support rural entrepreneurs in developing businesses and creating jobs.
The Future of Water Management in Agriculture
Addressing water scarcity is essential for sustainable food systems. The commitment from nations through the Rome Declaration is a step towards better water management. By focusing on family farming and supporting rural communities, the global community can work towards a more resilient future in agriculture.
