Rajiv Gandhi Panchayat Sashaktikaran Abhiyan

Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) in 2013-14 has subsumed the four erstwhile schemes of RGSY, e Panchayat, PEAIS, PMEYSA. The objectives of this scheme are as follows:

  • Enhance the capacities and effectiveness of Panchayats and the Gram Sabhas;
  • Enable democratic decision-making and accountability in Panchayats;
  • Strengthen the institutional structure for knowledge creation and capacity building of Panchayats.
  • Promote devolution of powers and responsibilities to Panchayats as per the spirit of the Constitution.

Specially strengthen Gram Sabhas in Schedule V areas to discharge their responsibilities as envisaged in Panchayat Extension to Scheduled Areas 1996 Act (PESA).

` 406.80 crore have been earmarked in this scheme for 2013-14. RGPSA would be a country-wide programme. N.E. States will also be eligible for supporting democratically elected District Councils and Village Councils provided they also fulfil the prescribed essential condition.

    RGPSA should focus more on awareness generation on the salient features of the scheme, build capacity of the communities to establish ward councils involving all adult members in the wards. The 1st discussion points should be ward councils and then a team of selected members from each ward should be made compulsory to attend and convey the decision of each ward in the panchayat.

    RGPSA should be give more opportunities for rural people.
