    Answer is West Bengal. West Bengal Renewable Energy Development Agency (WBREDA) and Ministry of Non-Conventional Energy Sources (MNES) are also in the process of setting up a 4-MW tidal power project in Durgaduani creek of Sundarbans with an investment of Rs 40 crore. I agree that these days Gujarat is making news for such plant. But the Gujarat Plant is the First Commercial Plant with 50MW capacity scalable up to 250 MW. But this question is not asking for a commercial plant. I asks for a Tidal Power Plant. Hope it clears the confusion.

    7th Answer must be Cyclical unemployment rather than disguised.

    Cyclical unemployment is used to refer to the fluctuation in unemployment that is incurred by business cycles, more specifically, the unemployment caused by economic recessions.

    This is not a case of cyclic unemploymwent. The question says " He agreed to do some job on a low wage" and when higher wages are replaced by the lower wages, it looks that the person is employed but actually he is still unemployed. So, it is called Disguised unemployment.

      You can download the State of Environment Report 2009 from ministry of environment website. Page 124 of this report mentions:
      “The West Bengal Renewable Energy Development Agency (WBREDA) prepared a project report, for a 3.65 MW demonstration tidal power plant at Durgaduani Creek in the Sundarbans. This was followed by an environmental impact assessment study. In February, 2007, the WBREDAstated that it had engaged the National Hydroelectric Power Corporation to implement the Rs 400 million (approximately US$ 10 million) project on a turnkey basis, with the work likely to begin in the near future”
      The project was underconstruction, and I wrote this question to just avoid the confusion that came up because some news articles said “Gujarat plant is First Tidal Power Plant of India” I say : Gujarat Plant is “First Commerical Tidal Power Plant of India” and “NOT the First Tidal Power Plant”.
