    IN QUESTION NO. 18,(A)SHOULD BE THE ANSWER AS MEMBERS OF COUNCIL MINISTERS ARE NOT INDIVIDUALLY RESPONSIBLE TO THE PRESIDENT.(D) CAN ALSO BE THE ANSWER AS "ALL ARE CORRECT" IS ALSO AN INCORRECT STATEMENT.
