Notes: It was adopted by state governments during the 1950s and 60s as laws were passed to establish Panchayats in various states. It also found backing in the Indian Constitution, with the 73rd amendment in 1993 to accommodate the idea.
The first state to adopt Panchayat raj system was Rajasthan in nagaur city on the date of 2nd October 1959.
Although in almost every state have Panchayati raj but still states like nagaland, Mizoram,meghalya & all union territory (excluding delhi) have still don't have any Panchayat Raj system.
It recommended a three-tier Panchayati Raj system for proper implementation of the Community Development Council and the Union Government accepted the recommendations of the committee but gave the responsibility of implementing them to the states Governments. For one reason or the other, the implementation was slow and unsatisfactory.
