Proposed Smart Multi-Layer Perimeter Security for 30 More IAF Bases

The Indian Air Force (IAF) is enhancing the security at 30 more of its air bases across the country with an advanced multi-layered, multi-sensor, hi-tech surveillance, and intrusion detection system.

This move builds on the installation of the Integrated Perimeter Security System (IPSS) already in place at 23 high-priority air bases, of which the system is currently operational at 17-18 sites.

Background

The decision to upgrade perimeter security at these additional air bases has been influenced by the persistent threat of terrorist attacks on military installations.

Historical incidents such as the 2016 attack by Jaish-e-Mohammed (JeM) terrorists on the Pathankot Air Base underscored significant vulnerabilities in the security protocols of military sites. This led to a clear acknowledgment of the need for an enhanced security infrastructure to thwart similar threats in the future.

Key Features of the New Security System

The proposed IPSS at the 30 air bases will feature five main layers for optimal intrusion detection and monitoring, and it incorporates several new technologies improved upon the original system installed at the initial 23 bases.

  1. Electrical Smart Power Fence: This component ensures a physically secured boundary that can alert security personnel to any tamper or breach attempts.
  2. CCTV Cameras with Infrared Illuminators: Cameras equipped with night vision capabilities will monitor and record all activities, irrespective of the time of day.
  3. Radars: These will offer continuous surveillance and movement detection over a wide area, hence increasing the reach of the security monitoring.
  4. Underground Vibration Detection Systems (UVDS): This technology will be linked via dedicated optical fibre cables and can detect even minute vibrations from movements such as walking, crawling, or tunnelling near the perimeter.
  5. Dual PTZ Thermal and Visible Cameras: These cameras provide detailed surveillance footage, capable of zooming and rotating to follow detected movements.

Additionally, the system is planned to be enhanced by Artificial Intelligence (AI)-powered software, which will integrate all surveillance data. This technology will be complemented by video analytics to aid in quick decision-making and automated threat detection and responses.

Additional Innovations and Upgrades

The new systems will also include mini UAVs (Unmanned Aerial Vehicles) for aerial surveillance, filling any potential surveillance gaps and providing a broader view of the perimeter in real-time. AI and automation are set to play pivotal roles, offering a composite surveillance picture that helps generate timely and effective decision-making solutions to any potential threats. With these advancements, the upgraded IPSS is designed to circumvent the limitations observed during previous terror strikes and substantially strengthen base security.

Procedural Developments

To move forward with these enhancements, an RFI (Request for Information) has been issued to Indian companies, soliciting proposals and ideas that can be incorporated into the system. The deadline for responses is set for June 24, indicating a strategic and swift approach in updating and implementing these critical security measures.
