Pradhan Mantri Matsya Sampada Yojana

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a flagship scheme launched by the Government of India in September 2020 to establish a comprehensive framework for the sustainable growth of the fisheries sector in the country. The scheme aims to enhance fish production, modernize and strengthen the value chain, and improve the welfare of fishers and fish farmers.

Objectives

The primary objectives of the PMMSY are:

• Enhancing fish production and productivity through expansion, intensification, diversification, and productive utilization of land and water
• Modernizing and strengthening the value chain, including post-harvest management and quality improvement

Components and Funding

The PMMSY is an umbrella scheme with two separate components – Central Sector Scheme (CS) and Centrally Sponsored Scheme (CSS). The total estimated investment under the scheme is Rs. 20,050 crore, with the central share of Rs. 9,407 crore, the state share of Rs. 4,880 crore, and the beneficiaries’ share of Rs. 5,763 crore. The scheme has a five-year implementation period from FY 2020-21 to FY 2024-25.

Key Interventions

• Fishing harbours and landing centres: The scheme aims to develop a robust fisheries management framework by establishing new fishing harbours and modernizing existing ones.
• Aquaculture: PMMSY encourages the adoption of sustainable aquaculture practices, such as cage culture, seaweed cultivation, and ornamental fish culture, to increase fish production.
• Post-harvest and cold chain infrastructure: The scheme focuses on developing post-harvest and cold chain facilities, including ice plants, cold storage, and fish processing units, to reduce post-harvest losses and improve the quality of fish products.
• Welfare measures: PMMSY includes various welfare measures for fishers and fish farmers, such as insurance coverage, housing, and the creation of fisheries extension services.
• Fisheries management: The scheme emphasizes the need for sustainable fisheries management through the implementation of the National Fisheries Policy, the strengthening of fisheries cooperatives, and the promotion of responsible fishing practices.

Implementation and Progress

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry, and Dairying is the nodal agency for the implementation of the PMMSY. The scheme is being implemented in collaboration with state governments, union territories, and other stakeholders. As of March 2023, the scheme has made significant progress, with the approval of over 100 fishing harbour projects, the establishment of several new fish processing units, and the provision of insurance coverage to more than 30 lakh fishers and fish farmers.
