Performance Grading Index (PGI) for States/UTs for 2020-21
The Union Education Ministry’s Department of School Education and Literacy released the Performance Grading Index (PGI) for States/UTs for 2020-21.
What is Performance Grading Index?
Performance Grading Index (PGI) is a unique index that provides evidence-based comprehensive assessment of school education system in all states and union territories. It provides insights into the performance and achievements of school education system across India. Till date, the PGI report has been released for years 2017-18, 2018-19 and 2019-20. The recent report is for the year 2020-21.
The PGI structure has 1,000 points across 70 indicators that are divided into two categories – Outcomes and Governance Management. The 2 categories are again divided into five domains:
- Learning Outcomes (LO)
- Access (A)
- Infrastructure and Facilities (IF)
- Equity (E)
- Governance Process (GP)
The PGI divides states and union territories into 10 grades. The highest achievable grade is Level 1, which has states and UTs scoring more than 950 points out of 1,000 points. The lowest grade is Level 10, which has states and UTs scoring less than 551.
What is the purpose of the PGI?
The PGI’s comprehensive assessment of school education system across various states and UTs will be used to promote evidence-based policymaking and improve the quality education in India.
The ultimate aim of the index is to push states and UTs towards implementing multi-pronged interventions that will create required optimal educational outcomes encompassing all dimensions. It will help governments recognize gaps that can be prioritized for interventions.
How did the states and UTs perform in the PGI 2020-21?
- 7 states and union territories have attained Level 2 (score 901-950) in 2020-21. These are Kerala, Punjab, Chandigarh, Maharashtra, Gujarat, Rajasthan, and Andhra Pradesh.
- Gujarat, Rajasthan and Andhra Pradesh are the new entrants to the Level 2 – the highest till date.
- In 2017-2018, none of the states and union territories were in this level.
- Ladakh has significantly improved its performance in PGI. It has moved from Level 8 to Level 4 in 2020-21.
