Pakistan Terrorist Declared as ‘Global Terrorist’ by the UN

The United Nations has designated Noor Wali Mehsud from Tehrik-e-Taliban as a global terrorist for participating in the financing, planning and implementing terrorist acts on behalf and in support of the organizations associated with al-Qaida. The UN Security Council 1267 ISIL and Al-Qaida Sanctions Committee has taken this decision and the said terrorist will now be under ban from the global body resulting in freeze of assets, travel ban, arms embargo, etc on him.

As per the UN Sanctions Committee, Mehsud is the head of the TTP, which was blacklisted by the United Nations in 2011, for association with al-Qaida.

TTP has been instrumental in terrorist attacks across Pakistan, including an attack on the Security Forces in North Waziristan in July 2019 and a bomb attack against Pakistani soldiers in Khyber Pakhtunkhwa in August 2019. It was also involved in the attempted bombing in Times Square in 2010 and assault on US Consulate in Peshawar in April 2010.

What does Blacklisting imply?

This implies all the states are required to freeze without any delay the funds and other financial assets or economic resources of the designated individual or the group. The states are also required to prevent the entry into or transit through their territories by the designated terrorists and also prevent the direct or indirect supply, sale and transfer from their territories or by their nationals outside their territories or using their flag vessels or aircraft, of arms and related material of all types, spare parts and technical advice, assistance or training related to military activities, to designated individuals and entities.

United Nations ISIL and Al Qaida Sanctions Committee

This was adopted on October 15, 1999, and is also known as the 1267 sanctions committee. It is responsible for the measures related to individuals, entities and groups associated with the designated organizations. As of now, more than 250 individuals and around 83 entities are designated as global terrorists under this sanctions regime.
