‘One Nation One Subscription’ Scheme

The Union Cabinet has recently approved the ‘One Nation One Subscription’ (ONOS) scheme, which aims to enhance access to academic journals for higher education institutions across India. It will streamline journal subscriptions through a single platform managed by INFLIBNET.

Purpose of ONOS

The ONOS scheme is designed to provide unified access to top national and international journals. It targets all government-run higher education institutions, including universities and colleges. The initiative addresses the current fragmentation in journal access.

The scheme has a substantial budget of ₹6,000 crore allocated for the next three years. It will run until 2027, ensuring sustained support for educational institutions.

Journal Access

ONOS will offer subscriptions to approximately 13,000 journals. These journals will be sourced from 30 major international publishers. This access will encompass all academic fields, promoting comprehensive research opportunities.

Around 6,300 institutions will benefit from this scheme. This includes government-run higher education and research institutions. The initiative aims to level the playing field for institutions with limited resources.

Payment and Subscription Management

INFLIBNET will manage all central payments to publishers. Institutions may still use their own funds for additional subscriptions outside the ONOS scheme. This flexibility allows for tailored access to specific journals.

Key Publishers Involved

Prominent publishers participating in the ONOS scheme include Elsevier, Springer Nature, and Wiley Blackwell. Other notable names are Taylor & Francis, Sage Publishing, Oxford University Press, and Cambridge University Press.

The ONOS platform will become operational on January 1, 2025. This date marks milestone in improving research accessibility for higher education institutions in India.
