Odisha Increases Outlay for ABADHA Scheme

The Odisha Cabinet recently approved a remarkable ₹1,000 crore increase in the total cost outlay for the ABADHA scheme. The scheme’s primary focus is on Puri, a town renowned for its illustrious Lord Jagannath Temple. With a current total cost outlay of ₹4,224.22 crore, the ABADHA scheme stands as one of the largest state-sponsored projects for the development of a religious place in India. 

Projects Under ABADHA Scheme 

The ABADHA (Augmentation Basic Amenities and Development of Heritage and Architecture) scheme encompasses various ambitious projects aimed at transforming Puri’s landscape. Some of the initiatives encompassed by the ABADHA scheme consist of the creation of a heritage security zone, implementation of the Shree Setu project, revival plan for the Musa river, establishment of the Jagannath Ballav pilgrim centre, housing projects, enhancement of the Puri lake, and the modernization of the Raghunandan Library. These initiatives focus on preserving the cultural heritage, enhancing the tourist experience, and providing better amenities for residents and pilgrims. 

Implementation and Duration 

The ABADHA scheme spans from 2017-18 to 2024-25, with a comprehensive implementation plan. The extended duration allows for the proper execution of projects and ensures that Puri’s infrastructure undergoes a significant transformation. The government’s commitment to improving basic amenities and preserving the town’s rich heritage is evident in the comprehensive review conducted by Chief Minister Naveen Patnaik. 

Language Inclusion: Saora Language 

In a significant step towards cultural preservation, the Odisha Cabinet recommended the inclusion of the Saora language in the Constitution. This step aims to preserve, promote, and propagate the tribal dialect and culture of the Saora-speaking indigenous people. The inclusion of the Saora language in the 8th schedule of the Constitution will provide momentum to activities such as publication, content creation, and recognition, without any financial implication. 

Benefits and Cultural Preservation 

The inclusion of the Saora language in the Constitution holds great significance for over five lakh Saora-speaking indigenous people. It ensures the preservation and promotion of their language and culture. This step highlights the government’s commitment to the preservation of diverse cultural heritage and the empowerment of indigenous communities.
