National Rural Livelihood Mission: Union Cabinet approves Rs 520 crores for Ladakh and Jammu and Kashmir

On October 14, 2020, Union Cabinet approved the special package of Rs 520 crores under National Rural Livelihood Mission for Jammu and Kashmir and Ladakh.

Key Highlights

The cabinet has approved the package for a period of five years till 2023-24. The National Rural Livelihood Mission enables to increase household income.

National Rural Livelihood Mission

The mission was launched in 2011 and is a restructured version of Swarna Jayanti Gram Swarozgar Yojana. It aims to create effective institutional platforms. The scheme is implemented by the Ministry of Rural Development.

The mission aims to achieve its target in 15 years. In year 1, the mission will cover 150 districts and 600 blocks. By the third year, the mission aimed to cover additional 150 years and 1,500 blocks. By the tenth year, the mission will aim at last village to be covered. By fifteenth year, last households left will receive five years of intensive support.

Key Features

  • The National Rural Economic Transformation Project is also operated under Deendayal Antyodaya Yojana-National Rural Livelihood Mission. The project was approved through loan assistance from World Bank.
  • The NRLM aims to cover rural households through the Self-Help Groups.
  • Under the mission, at least one member of rural household is to be brought under Self Help Group network.
  • The mission provides Community Investment Fund and Revolving Fund to strengthen their financial and institutional management capacity.
  • The two main pillars of the mission are “Livelihood Enhancement” and “Vulnerability Reduction”. These pillars help to stabilize and promote livelihood of the rural population
  • It encourages proactive partnerships with Civil Society Organizations and Non-Government Organization.

Challenges of NRLM

The mission excludes groups such as Dalits, Muslims, Public Welfare Department, Trafficked Survivors, Commercial Sex Workers, transgenders and people living with AIDS. This is because, according to GoI these population require special care and wider than that provided by National Rural Livelihood Mission.
