National Commission for Indian System of Medicine Bill
The Rajya Sabha recently passed the National Commission for Indian System of Medicine Bill, 2019. It is to be tabled before the Lok Sabha now.
National Commission for Indian System of Medicine
The bill seeks to repeal the 1970 Indian Medicine Central Council Act. It seeks to set up a national commission for the following purposes:
- Establish policies for regulating institutions and practitioners of the Indian System of Medicine.
- Assess requirements of human resources and infrastructure in the field.
Composition of the Commission
The commission will have 29 members:
- Chairperson
- President of Board of Ayurveda
- President of Board of Unani, Siddha and Sowa Rigpa
- President of the Medical Assessment and Rating Board for Indian System of Medicine
- Advisor/ Joint Secretary in charge of Ayurveda, Ministry of AYUSH
- 3 part time members to be elected from registered practitioners of Ayurveda
- 1 part time member each from registered practitioners of Siddha, Unani and Sowa Rigpa.
Advisory Council for Indian System of Medicine
The bill proposes setting up of an Advisory Council for Indian System of Medicine. This is to serve as the ‘primary platform’ for the states and UTs to submit their views and concerns to the centre. It will serve an advisory role to the national commission- on measures to establish and maintain the standards in education.
