Meghalaya State Capability Forum

The Meghalaya State Government has established the Meghalaya State Capability Forum to enhance the state’s capacities to address complex Meghalaya development problems. The Meghalaya State Capability Forum was initiated as part of the ongoing State Capacity Improvement Project (SCEP).

Highlights

This is a threefold mission.

  • Enable learning and exchange among leaders from the state as well as India, and the world on key issues of public concern, particularly those related to the role of the state.
  • To share Meghalaya’s experiences and insights from a number of government skills initiatives.
  • Develop new models, approaches, and initiatives to enhance government capabilities and realize the Meghalaya vision.

The opening session was attended by  Oxford University professor Lant Pritchett, who shared his experience and at the same time provided clarity on government capacity building. He shared the principle whereby organizations tend to lose their core and may not be able to achieve the results they want. He highlighted the principle of the Problem Driven Iterative Adaptive Approach (PDIA) to rebuild the core values ​​of an organization and  improve delivery mechanisms.

Meghalaya’s implementation of State Capability

Meghalaya applies the principles to combat infant and maternal mortality, climate change, malnutrition and rural development, with significant results. The state was able to develop its own unique model with six important pillars to strengthen the state’s efficiency. These include citizen-state relations, local leadership, effective use of data, agency and accountability, skill through practice, and systems thinking. The application of these principles is intended to address many of the most complex problems facing the state.

Conclusion

ecognizing the launch Meghalaya CM Conrad K Sangma emphasized the need to focus on efficient delivery mechanisms. He said that different departments are working on implementing multiple programs with a common goal and in such cases it is crucial to take a collaborative approach.
