MAHASAGAR Initiative
India’s maritime strategy has evolved in recent years, particularly with the introduction of the Mutual and Holistic Advancement for Security and Growth for All in the Region (MAHASAGAR) initiative. This strategic framework aims to enhance regional maritime security and cooperation, reflecting India’s commitment to its ‘Neighbourhood First’ policy. The successful refit of the Maldivian Coast Guard Ship MNDF Huravee at the Naval Dockyard in Mumbai is a key example of this commitment, showcasing India’s role as a reliable partner in regional security.
MAHASAGAR Initiative
The MAHASAGAR initiative builds upon the earlier Security and Growth for All in the Region (SAGAR) framework. It aims to consolidate India’s position as a preferred security partner in the Indian Ocean Region (IOR). The initiative focuses on comprehensive maritime security, economic growth, and sustainable development.
Strategic Importance of the Indian Ocean Region
The IOR is a vital artery for global trade. Approximately 80% of India’s crude oil imports and 95% of its trade volume pass through these waters. Strategic chokepoints like the Strait of Malacca are critical for maintaining maritime security. The region faces challenges such as piracy, illegal trafficking, and geopolitical rivalries, necessitating India’s proactive engagement.
Strengthening Maritime Security and Cooperation
India has increased its naval engagements through various initiatives, including the Indian Ocean Ship SAGAR (IOS Sagar) and the Africa India Key Maritime Engagement (AIKEYME). The Indian Navy conducts around 20 exercises annually with allied navies to enhance interoperability and combat illegal activities.
Enhancing Maritime Domain Awareness
To improve Maritime Domain Awareness (MDA), India has signed white shipping agreements with several countries. The establishment of the Information Fusion Centre – IOR (IFC-IOR) and the National Maritime Domain Awareness (NMDA) project are vital for strengthening maritime security architecture.
Economic and Sustainable Development Goals
MAHASAGAR also integrates economic development with maritime security. India promotes Blue Economy Initiatives, focusing on sustainable fisheries management, ocean energy, and marine biotechnology. The Sagarmala Project aims to enhance port infrastructure and coastal community development.

Despite progress, India faces challenges in maritime strategy. The reliance on imported vessels and an underdeveloped shipbuilding industry hinder fleet maintenance. Political tensions affect the implementation of maritime policies.
Regional Partnerships and Capacity Building
India’s regional partnerships, including IORA, BIMSTEC, and ASEAN, aim to strengthen maritime governance. Training programs like the Indian Technical and Economic Cooperation (ITEC) have helped build capabilities in regional countries.
Future Directions
Moving forward, India must balance its role as a net security provider with regional inclusivity. Engaging coastal communities in governance models can enhance cooperation. Addressing non-traditional threats such as climate change and illegal fishing is crucial for sustainable maritime development.
