SCHEMES Introduced In Budget For Grameen Bharat or Rural India
Electricity and Clean Cooking facility to all willing rural families by year 2022
2nd Phase of Pradhan Mantri Awas Yojana-Gramin (PMAY-G): It aims to achieve “Housing for All” by 2022. Under PMAY-G eligible beneficiaries are to be provided 1.95 crore houses with amenities such as toilets, electricity and LPG connections during its 2nd phase (2019-20 to 2021-22).
Pradhan Mantri Matsya Sampada Yojana (PMMSY): Under it a robust fisheries management framework to be established by Department of Fisheries so as to address critical gaps in value chain including infrastructure, traceability, modernization, production, productivity, quality control and post-harvest management.
Pradhan Mantri Gram Sadak Yojana (PMGSY): Target of connecting eligible and feasible habitations under PMGSY have been advanced from 2022 to 2019. Progress made under it-
All weather connectivity already being provided to 97% of such habitations
30,000 kilometers of PMGSY roads are built using Green Technology, Waste Plastic and Cold Mix Technology, thus reduces carbon footprint.
Under PMGSY III, about 1,25,000 kilometers of road length to be upgraded over next 5 years with an estimated cost of Rs.80,250 crore
Scheme of Fund for Upgradation and Regeneration of Traditional Industries’ (SFURTI):
Common Facility Centres (CFCs) to be setup under SFURTI. CFCs will facilitate cluster based development for making traditional industries more profitable, productive and capable for generating sustained employment opportunities.
During 2019-20, 100 new clusters to be setup with special focus on Honey, Bamboo and Khadi. This will enable 50,000 artisans to join economic value chain.
A Scheme for Promotion of Innovation, Rural Industry and Entrepreneurship’ (ASPIRE):
It was launched to set up a network of technology centres and incubation centres so as to accelarate enterpreneurship and to promote startups for innovation in agro industry. It is now to be consolidated with setting up 80 Livelihood Business Incubators (LBIs) and 20 Technology Business Incubators (TBIs) during 2019-2020 and also 75,000 entrepreneurs to be skilled in agro-rural industry sectors.
Farming:
Supporting Private entrepreneurships in driving value-addition to farmers’ produce from field and for those from allied activities
Encouraging Dairying via cooperatives by creating infrastructure for cattle feed manufacturing, processing, milk procurement & marketing.
For ensuring economies of scale for farmers 10,000 new Farmer Producer Organizations (FPO) to be formed
Government to work with State Governments to allow farmers to benefit from e-NAM (National Agriculture Market)
Zero Budget Farming in which presently few states’ farmers are already being trained to be replicated in other states
India’s water security:
Newly formed Jal Shakti Ministry to look at management of country’s water resources and water supply in an integrated and holistic manner
Jal Jeevan Mission (JJM)– to achieve Har Ghar Jal (piped water supply) to all rural households by 2024. Under JJM, objective is to integrate demand and supply side management of water at local level.
For the Jal Shakti Abhiyan, 1592 critical and over exploited Blocks spread across 256 District being identified.
Additional funds available under the Compensatory Afforestation Fund Management and Planning Authority (CAMPA) fund can be used for this purpose.
Swachh Bharat Abhiyan:
Since 2 Oct 2014 9.6 crore toilets have been constructed and over 5.6 lakh villages have become Open Defecation Free (ODF).
SBM to be expanded to undertake sustainable solid waste management in every village.
Pradhan Mantri Gramin Digital Saksharta Abhiyan:
Over 2 crore rural Indians made digitally literate.
Bharat-Net:To bridge rural-urban divide, Internet connectivity to be provided in local bodies in every Panchayat under Bharat-Net. Universal Obligation Fund under a PPP (Public–private partnership) arrangement to be utilized for speeding up Bharat-Net.
Ujjwala Yojana (PMUY) to distribute 50 million LPG connections to women of BPL families and Saubhagya Yojana (Pradhan Mantri Sahaj Bijli Har Ghar Yojana) to provide electricity to all households have transformed lives of every rural family, dramatically improving ease of their living.
