Key Amendments to Cable Television Network Rules, 1994
The Information and Broadcasting (I&B) Ministry has recently made significant amendments to the Cable Television Network Rules of 1994. These amendments introduce a structured procedure for the renewal of Multi-System Operator (MSO) registrations. Additionally, the amended rules include provisions for cable operators to share infrastructure with broadband service providers, aiming to enhance internet connectivity in remote areas.
Renewal Procedure and Duration
Under the amended rules, cable operators are required to apply for registration or renewal online through the Ministry’s Broadcast Seva Portal of MIB. Registration renewals will now have a validity period of 10 years. A processing fee of ₹1 lakh has been set for the renewal process. Importantly, cable operators can apply for renewal within a specific window, which is seven to two months before the expiration of their registration.
This new renewal procedure aligns with the government’s commitment to promoting ease of doing business. It offers certainty to cable operators, ensuring uninterrupted services and making the sector more appealing for foreign investment.
Expanding Opportunities for Renewal
Previously, only fresh registrations were granted under the Cable Television Networks Rules, without specifying the duration of validity or mandating online application submissions. With the new amendments, operators whose registrations are set to expire within seven months can apply online for renewal. This change simplifies the renewal process, offering greater convenience for operators.
Infrastructure Sharing for Enhanced Internet Access
One notable addition to the rules is a provision enabling cable operators to share infrastructure with broadband service providers. This initiative carries a dual benefit: it promotes greater internet penetration, particularly in underserved areas, and optimizes resource utilization. By sharing infrastructure, there is less need for additional broadband infrastructure, fostering more efficient service delivery.
