J&K Next-Gen Administrative Reforms

The Department of Administrative Reforms and Public Grievances (DARPG) is to collaborate with the Jammu and Kashmir Government for administrative reforms.

What is the plan?

A roadmap is to be created on the following three initiatives:

  • The DARPG and the J&K government will together monitor the progress in 58 District Good Governance Index indicators. An online portal is to be created to monitor the indicators.
  • Online monitoring of satisfaction of the citizens in 150 e – services.
  • The e-HRMS is to be adopted in Jammu and Kashmir.

Also, the National Informatics Centre is to create an online dashboard monitoring tool to collect data. 150 e – services are provided through digital platforms. The quality of the services is to be bench marked. This will improve the ease of life of the Kashmiris.

Reforms so far

The Srinagar Secretariat and the Jammu secretariat were converted into paperless secretariat. They have adopted the e-office version 7.0. Also, Jammu and Kashmir has witnessed considerable changes in terms of ease of doing business.

What is e-HRMS?

Electronic Human Resource Management System. The system will digitise the employee service records, GPF, pension benefits and gratuity.

DARPG

DARPG operates under Ministry of Personnel, Public Grievances and Pensions.

District Good Governance Index

It was launched by the Union Home Minister Amit Shah. The index weighed the performances of the districts of Jammu and Kashmir based on 58 indicators.
