Integrated Power Planning Model

On April 11, 2025, India unveiled a new Integrated Generation, Transmission and Storage Expansion Planning Model. It is a collaborative effort involving the Central Electricity Authority, The Lantau Group (TLG), and the Asian Development Bank (ADB). This tool aims to enhance resource adequacy in the power sector. The model will be distributed free of charge to all states and distribution companies (Discoms).

Purpose of the Model

The model is designed to assist states in developing comprehensive Resource Adequacy plans. These plans align with the guidelines issued by the Ministry of Power in June 2023. The CEA has already completed Resource Adequacy plans for Discoms up to 2034-35. This new tool will facilitate dynamic updates every year.

Key Features of the Model

The Integrated Planning Model includes several critical features. It accounts for the chronological operation of the power system. It incorporates unit commitment constraints such as technical minimums and ramp rates. The model also integrates demand response strategies and ancillary services.

Benefits of the Tool

The tool aims to ensure optimal resource adequacy in the electricity grid. It targets zero load shedding and minimal stressed capacity. Additionally, it seeks to provide least-cost solutions for power generation and operation. The model optimises energy and ancillary services alongside the sizing and location of storage facilities.

Development and Transparency

Developed entirely within India, the model reflects a commitment to transparency and local expertise. The CEA will continuously update the tool based on feedback from Discoms and load dispatchers. This ensures the model remains relevant and effective in meeting evolving energy demands.
