India’s First Sign Language TV Channel Launched
India has recently launched its first 24/7 television channel in sign language, part of the PM e-VIDYA program, named Channel 31, which aims to support hearing-impaired students and educators. It is managed by the National Council of Educational Research and Training (NCERT). The goal is to make education more inclusive.
Purpose of Channel 31
Channel 31 provides educational resources in Indian Sign Language (ISL), designed for school children, teachers, and other stakeholders. The channel covers various topics, including career guidance, skill training, and mental health, which promotes ISL as a language subject alongside Hindi and English. Content aligns with both central and state school curricula.
Importance of Inclusive Education
Union Education Minister Dharmendra Pradhan emphasized the need for inclusive education. He noted the expansion of recognized disabilities from seven to 21. This change strengthens India’s legal framework for individuals with disabilities. The National Education Policy 2020 focuses on children with special needs.
Encouraging ISL Learning
Pradhan encouraged the public to learn ISL. This can enhance communication and cultural expressions, such as dance and drama. Learning ISL opens employment opportunities for hearing-impaired individuals.
Government’s Commitment to Disability Rights
Union Minister Jayant Chaudhary described the launch as milestone. He brought into light the government’s efforts to replace outdated disability laws. The new Rights of Persons with Disabilities Act adopts a rights-based approach. Early identification of disabilities in children is crucial for support.
Chaudhary mentioned the standardisation of over 10,000 ISL words, aims to break stigma and promote full societal participation. It reflects India’s commitment to equal access to education and resources.
