India Justice Report 2022

The Tata Trusts recently released the India Justice Report 2022, which ranks the police forces of states across India. The report provides insights into the current state of the country’s law enforcement agencies, highlighting strengths and weaknesses across various parameters.

Vacancies in Police Forces

As of January 2022, the report found that there were 22.1% overall vacancies in police forces across the country. This statistic is concerning, as it leaves police departments severely understaffed and ill-equipped to handle the growing demands of law enforcement.

Performance of Large and Mid-Size States

Among large and mid-size states, West Bengal had the worst performance in terms of constable vacancies. The state’s police force is grappling with a shortage of personnel, with a vacancy rate of 57.6% in constable positions. On the other hand, Bihar had the highest percentage of police officer vacancies, standing at a staggering 76.6%.

Scheduled Castes, Scheduled Tribes, and Other Backward Classes

One of the key findings of the report is that Karnataka is the only state that met its Scheduled Castes, Scheduled Tribes, and Other backward classes quotas. This achievement highlights the progress made by the state in promoting diversity in its police force.

Haryana was the best performer in terms of SC police officers against its reservation quota among large and mid-sized states. However, Uttar Pradesh was the worst performer in terms of the percentage of actual SC police officers to its reservation quota.

SC Constables and Quota

In terms of SC constables against its quota, Karnataka had the highest percentage among large and mid-sized states. Haryana was the worst performer in this category, failing to meet its quota for SC constables.

Performance of Small States

Among small states, Goa was the best performer for the percentage of SC officers in its police force. Sikkim was the best performer for the percentage of SC constables in its police force.

ST Constables

Bihar outperformed all other states by fulfilling its quota for ST constables by 278%. This achievement showcases the state’s commitment to promoting diversity in its police force.

Women in Police

Andhra Pradesh had the highest share of women in police among large and medium states. The state’s police force has been proactive in recruiting women personnel, enabling it to build a more inclusive and diverse team.
