India approaches ICAO
India has approached the world body ICAO (International Civil Aviation Organization) after Pakistan denied permission for PM Modi to use its air space. The overflight clearances are granted by other countries according to ICAO guidelines.
PM Modi is to visit Saudi Arabia to attend the Future Investment Initiative. In September 2019, Pakistan rejected India’s plea to allow PM Modi’s flight to use its air space. It had also refused to allow President Ram Nath Kovind to use its airspace in the same month for his visit to Iceland.
Pakistan completely closed its airspace to India after Indian Air Force strikes on Jaish0e-Mohammed terror camp in Balakot.

ICAO is International Civil Aviation Organization. It is an UN specialized agency that was established in 1944 to manage governance and administration of Convention on International Civil Aviation (Chicago Convention).
The organization classifies the principles and techniques of international air navigation. It also plans and develops international air transport to ensure safety and security.
