Government’s Position: The Parliamentary Affairs Minister, Harshwardhan Chauhan, expressed concern that the decision to introduce Zero Hour was made without consulting the government. Chief Minister Sukhvinder Singh Sukhu agreed with the introduction of Zero Hour but stressed the importance of having clear SOPs to maintain order during the discussions.
Opposition’s Viewpoint: The Leader of the Opposition, Jai Ram Thakur, supported Zero Hour but highlighted the need for clear rules (modalities) to ensure that all members of the assembly get a fair chance to raise public issues.

Creating SOPs is essential to regulate what types of issues can be brought up during Zero Hour. These rules will help keep the discussions focused, efficient, and brief.
