Notes:
On the occasion of 149th Gandhi Jayanti, the Odisha government has launched its own food security scheme to benefit 25 lakh poor people that were excluded from the National Food Security Act (NFSA), 2013. The scheme was launched by Chief Minister Naveen Patnaik at the State Secretariat in Bhubaneswar. The beneficiaries will get 5 kg of rice per person per month at the rate of Rs 1 per kg. The State government will spend Rs. 443.5 crore per annum to support the scheme and Rs. 221.75 crore in the current financial year.

India has been ranked 5th, jointly with Hong Kong and Thailand, in terms of the largest pictorial warning on cigarette packs with 85% of both sides of the packets covered, according to latest Canadian Cancer Society report. As per 2018 report, Out of 206 nations, Timor Leste has the largest warning on cigarette packages in the world with 92.5% on front and back, followed by Nepal and Vanuatu with 90% and New Zealand at fourth with 87.5%.The Cigarette Package Health Warnings: International Status Report 2018 highlighted that 118 countries worldwide have made pictorial warnings mandatory, representing a global public health achievement, and 58% of the world’s population is covered by this regulation. The current report is the 6th Canadian Cancer Society international report on cigarette package health warnings. The report released in Geneva at the 8th session of the Conference of the Parties to the WHO Framework Convention on Tobacco Control (FCTC) revealed that there was tremendous international momentum for plain packaging of tobacco.

On the 149th birth anniversary of Mahatma Gandhi, Assam Chief Minister Sarbananda Sonowal hoisted India’s tallest National Flag from the average city elevation at the Gandhi Mandap in Guwahati. The 9,600 sq ft flag stands on a 319.5 ft flag pole at Gandhi Mandap, a memorial for Mahatma Gandhi atop the Sarania Hill in the heart of Assam’s principal city. The tip of the flag pole from the base of the hill is about 300 metres that makes it the tallest from the mean sea level. It carries a flag of 120×80 feet dimension. Though, considering only the height of the flag pole, the National Flag at Gandhi Mandap is the third tallest in the country after Punjab’s Attari border (360 ft) and Pimpri Chinchwad Bhakti Shakti Chowk, Pune (351 ft). The total cost of the National Flag installation project is Rs 2.92 crore, which includes operations and maintenance for a period of one year.

Thampi Kannanthanam (64), the noted Malayalam film director, has recently passed away in Kochi, Kerala on October 2, 2018. He was most active during the period 1980-90. His most notable directorial films include Rajavinte Makan, Vazhiyorakazchakal, Bhoomiyile Rajakkanmar, Indrajaalam, Naadody, Chukkan, and Maanthrikam. He had also directed a Hindi film ‘Hadd’ starring Jackie Shroff and Ayesha Jhulka. Kannanthanam had also penned the scripts for movies like Janmantharam and Freedom.

The 6th edition of joint Multi – National Maritime Exercise “IBSAMAR 2018” between the Indian, Brazilian and South African Navies has started at Simons Town, South Africa from 1st Oct 2018. The aim of the 13-day exercise is to undertake collective training for participating navies, building inter-operability and mutual understanding as well as sharing of best practices. The Indian Navy is represented in IBSAMAR VI by Guided Missile Frigate Tarkash, Guided Missile Destroyer Kolkata, Long Range Maritime Patrol Aircraft P8I, Seaking and Chetak helicopters as well as a MARCOS contingent. The exercise includes both harbour and sea phases with various navigation and seamanship evolutions, surface weapons firing, force protection exercises, antipiracy exercise, anti-air and anti-submarine exercise as well as flying operations. Apart from professional activities, sports and social engagements are also planned.

The International Day of Older Persons is observed on 1st October every year to reaffirm the commitment to promoting the full and equal enjoyment of all human rights and fundamental freedoms by older persons. The 2018 theme is, ‘Celebrating Older Human Rights champions’. The purpose of the day is to recognise the contributions of older persons and to examine issues that affect their lives. According to the United Nations, almost 700 million people are now over the age of 60, and by 2050, 2 billion people, over 20% of the world’s population, will be 60 or older. The increase in the number of older people will be the greatest and the most rapid in the developing world, with Asia as the region with the largest number of older persons, and Africa facing the largest proportionate growth. With this in mind, enhanced attention to the particular needs and challenges faced by older people is clearly required.

The Government of India (GoI) has recently constituted a 7-member ministerial panel headed by Bihar Deputy Chief Minister Sushil Modi to examine modalities for revenue mobilisation in case of natural calamities and disasters. The panel would submit its report to the GST Council by October 31. The Group of Ministers (GoM) has been set up to examine the legality of imposing a new tax on certain goods to raise resources for natural calamity-hit states like Kerala. The panel would look into five issues flagged by the Council, including whether the new tax should be levied only in the state concerned or should it be an all-India levy, and that should it be on specified luxury or sin goods only. Besides, the GoM will look at whether National Disaster Response Fund (NDRF)/ State Disaster Response Fund (SRF) mechanism is sufficient to deal with calamities as well as define circumstances where the ‘calamity tax’ can be imposed. Other issues such as the legal aspect of imposition of such a tax within the GST would also be looked at.

The Mahatma Gandhi International Sanitation Convention (MGISC) has recently concluded in New Delhi on October 2. The purpose of the 4–day event was to share sanitation success stories and lessons from the participating countries. In it, Prime Minister Narendra Modi and United Nations Secretary-General António Guterres addressed the convention. MGISC is organised by the Ministry of Drinking Water and Sanitation to mark the beginning of the 150th birth anniversary celebrations of Mahatma Gandhi. The convention also coincides with the fourth anniversary of the launch of Swachh Bharat Mission. 53 Ministers of Sanitation from around the world and more than 160 international representatives from 68 countries participated in the convention. The international conference brings together Sanitation Ministers and other leaders in WASH (water, sanitation and hygiene) from around the world.

American scientist Arthur Ashkin, French engineer Gerard Mourou and Canadian professor Donna Strickland have been awarded the Nobel Prize in Physics for their work in the field of laser physics. Dr. Ashkin has been awarded the Prize “for the optical tweezers and their application to biological systems. Dr. Mourou and Dr. Strickland have been awarded “for their method of generating high-intensity, ultra-short optical pulses”. With this, Dr. Strickland has become the third female laureate to win the Nobel Prize in Physics, after Maria Goeppert-Mayer and Marie Curie.

Rio Paralympic gold medallist Thangvellu Mariyappan has been named as flag-bearer of the Indian contingent for the 3rd Paralympic Asian games to be held in Jakarta, Indonesia from October 6-13. India will field its biggest ever contingent of 302 members including athletes, coaches, support staff, escorts and officials. The Indian contingent were initially denied entry on Oct 1 when they arrived at the Games Village as the Sports Ministry had not till then cleared funds to the tune of $2.5 lakh. However, the issue was later resolved.
