Report of Expert Committee on SVAMITVA Scheme was released at the National Conference on SVAMITVA Scheme and Rural Planning, which was organized on November 3, 2022 in Bhopal, Madhya Pradesh.
About the Expert Committee
- The Expert Committee chaired by former secretary of India B. K. Agarwal was formed in February 2022.
- It had domain experts from Land Governance, Banking, Survey of India, NIC-GIS, State Revenue and Panchayati Raj Departments, Industry and premier Planning and Architecture Institutes.
- The committee aims to:
- Promote transparency in the implementation of SVAMITVA scheme
- Promote adoption of record of land rights to increase formal credit access
- Develop linkages between various departments for informed decision-making related to property tax assessment and collection
- Adoption of SVAMITVA data-sets by government and private agencies based on new geospatial guidelines.
- Adoption of RADPFI (Rural Area Development Plan Formulation and Implementation) Guidelines and SVAMTIVA data for accurate village level-planning
- Boosting government entities’ capacity at all levels for GIS skillsets and others.
What is SVAMITVA scheme?
SVAMITVA is an acronym for Survey of Villages and Mapping with Improvised Technology in Village Areas. Implemented by the Ministry of Panchayati Raj (MoPR), it is a central sector scheme launched on the occasion of National Panchayati Raj Day (April 24) in 2021. It aims to provide an integrated property validation solution in rural India so that “clear ownership” is established for properties in rural regions. It provides the “record of rights” to village household owners by providing Property Cards. Under this initiative, rural areas are demarcated using CORS (Continuously Operating Reference Stations) Networks, which provides mapping accuracy of 5 cm.
