EAM S. Jaishankar slams China for terror stand at UNSC

President of UN Security Council & External affairs minister (EAM) of India, S. Jaishankar, slammed at China for terror stand. He chaired the UNSC Briefing on “Threats to International Peace & Security Caused by Terrorist Acts” on August 19, 2021.

Key Points

• He noted that, countries should not place “blocks and holds” the request to designate terrorists without any reason. He also warned that double standards and distinctions between terrorists will be made only at our own peril.
• International community holds a collective view on terrorism that, it must be condemned in all its forms and manifestations. There cannot exists any exception or justification for any act of terrorism.

Background

In January 2021, S. Jaishankar had proposed an eight-point action plan that was aimed at collectively eliminating the scourge of terrorism.

United Nations Security Council (UNSC)

UNSC is among principal organs of the United Nations (UN) that has been charged with ensuring international peace and security. It recommends admission of new UN members to the General Assembly. It also approves any changes to UN Charter. It has been vested with powers like establishing peacekeeping operations, authorizing military action and enacting international sanctions. It is the only UN body to issue binding resolutions on member states.

Background

UNSC was created after World War II after the League of Nations failed to maintain world peace. First session of UNSC was held on January 17, 1946.

Members of UNSC

UNSC comprises of five permanent members- China, France, Russia, the United Kingdom and the United States. Permanent members enjoy the veto power on any substantive resolution. Remaining ten members are elected on a regional basis who serve for a term of two years. Presidency of UNSC also rotates monthly among its members.
