E – Waste (Management) Amendment Rules, 2023

The Union Ministry of Environment, Forest, and Climate Change released the E-Waste Management Rules in 2022. It is expected to come into effect in 2023. CPCB was appointed as the regulatory body to implement the rules. The rules target companies in the consumer goods field.  Recently the ministry amended some of the rules.

Amendments made

  • Producers should provide information on equipment constituents of the waste discarded
  • Also, the producer should provide a declaration of reductions made on the hazardous substances
  • The equipment constituent details and the declaration should be in sync with the CPCB rules and regulations updated now and then
  • Above details should be included in the product user information

Exemptions

The amendment exempts two substances from the E-Waste Management Rules. They are cadmium and lead. The amendment specifically says that the exemption is for cadmium and lead used in solar cells and lead in medical devices. Lead found in other devices does not enjoy this exemption. So does the cadmium in devices other than solar cells or solar panels.
