E-Vidhan: Kerala Legislative Assembly Digitisation Drive

Under the E-Vidhan project, the Kerala State Legislative Assembly will go completely paperless with the state government undertaking an initiative to digitise all records.

• The project is expected to cost around 40 crores and is expected to save around 35 crores to 49 crores annually and time as the state has been spending around `40 crore for taking tonnes of paper printouts.
• The first phase of the project is expected to be completed in 14 months. Even if the first phase is executed in the stipulated time, it would take around two years to completely go paperless for all the departments connected to the Assembly.
• The project has been awarded to the Uralungal Labour Contract Cooperative Society.
• On the successful completion of the project, all the Assembly proceedings like submission of notice by a member, question and answers, and all the other correspondence and business concerning the Assembly will go paperless.
• E-Vidhan project will completely get rid of paper in all the business transacted by the Assembly. Besides, the functioning of various departments linked to the Assembly and library will also be made paperless.

E-Vidhan

E-Vidhan is a centrally sponsored Mission Mode Project under the Digital India Programme. Ministry of Parliamentary Affairs (MoPA) is the Nodal Ministry for the implementation in all the  States/UTs with Legislatures.

The funding for e-Vidhan is provided by the MoPA and the technical support by the Ministry of Electronics and Information Technology. The funding pattern is 60:40 between centre and states and it is 90:10 for North East & hilly States and 100% for UTs.

Himachal Pradesh was the first ever state to adopt high-tech Paperless Assembly by implementing E-Vidhan system.
