Draft Regulation of Common Effluent Treatment Plants Rules, 2022

The Ministry of Environment, Forest and Climate Change (MoEFCC) on January 04, 2023, issued Draft Regulation of Common Effluent Treatment Plants Rules, 2022. These regulations aim to ensure that adequate upstream and downstream conveyance linkages/channels are in place for the proper carriage of effluent, as well as to provide guidelines for the management of Common Effluent Treatment Plants (CETPs).

Roles and Responsibilities

The draft regulations outline the roles and responsibilities of different stakeholders involved in the operation and maintenance of CETPs.

State Governments/SPCBs/PCCs

The State Government or its agencies are responsible for ensuring that adequate upstream and downstream conveyance linkages/channels are in place for the proper carriage of effluent. They will work closely with CETP operating agencies to manage the CETP professionally.

CETP Operating Agencies

In order to manage the CETP professionally, there shall be a Special Purpose Vehicle (SPV) or Society (registered under the Societies Registration Act, 1860) or Trust (registered under an appropriate statute), which would be responsible for the entire operation and maintenance of CETP. These agencies are responsible for ensuring that the CETP meets the outlet norms of their individual PETPs, as prescribed in the consents issued by SPCBs/PCCs.

Member Industries of a CETP

Member industries of a CETP are also held responsible for their actions under the draft regulations. They are expected to discharge the trade effluent meeting the outlet norms of their individual PETPs, as prescribed in the consents issued by SPCBs/PCCs. This will help in maintaining the overall quality of effluent and the environment.

Overall, these draft regulations aim to provide a clear and defined framework for the management of CETPs, while also ensuring the protection of the environment. It assigns responsibilities to different stakeholders and ensures that adequate measures are taken to properly manage effluent. These regulations will help to safeguard the environment and the health of people living near CETPs.
