DoT & CDRI Launch Report on DRRAF
The Department of Telecommunications (DoT) of India has launched report in collaboration with the Coalition for Disaster Resilient Infrastructure (CDRI). This report focuses on the Disaster Risk and Resilience Assessment Framework (DRRAF) aimed at enhancing the telecom sector’s resilience against disasters. The initiative marks the importance of robust telecommunications for disaster management and economic stability.
Background and Objectives
The DRRAF report is part of a broader study assessing disaster risks in the telecommunications sector across five state of Indias – Assam, Odisha, Tamil Nadu, Uttarakhand, and Gujarat. The study aims to identify vulnerabilities and propose strategies to boost telecom infrastructure against natural calamities. The initiative aligns with the UN’s ‘Early Warning For All by 2027’ programme.
Key Stakeholders Involved
The DoT coordinated with various stakeholders, including State Governments, Telecom Service Providers (TSPs), and Infrastructure Providers. This collaboration ensured comprehensive data collection and analysis to inform the study’s findings.
Findings from the Study
The study conducted a multi-hazard risk assessment across approximately 0.77 million telecom towers. It evaluated risks from various disasters such as floods, cyclones, and earthquakes. A disaster risk and resilience index was developed to gauge the vulnerability of telecom infrastructure. This index considers disaster intensity, frequency, and potential impacts.
Strategic Recommendations
The report outlines several recommendations to enhance the resilience of the telecom sector. Key strategies include:
- Improving technical planning to withstand disasters.
- Creating a multi-hazard information repository for data-driven risk management.
- Implementing risk-informed governance to integrate disaster resilience in telecom policies.
- Developing financial instruments to protect telecom operators from vulnerabilities. –
- Establishing a framework for coordinated responses among stakeholders.
Initiatives for Disaster Preparedness
The DoT has initiated various programmes to enhance disaster preparedness. These include real-time coordination with local authorities and telecom operators, the implementation of an indigenous Cell Broadcast System for emergency alerts, and the promotion of satellite-based communication. Such initiatives aim to ensure rapid service restoration during crises.

CDRI, the organisation behind the study, is dedicated to promoting disaster-resilient infrastructure globally. With 49 member countries, it advocates for climate and disaster resilience in infrastructure planning and development. The insights from the DRRAF report are intended to inform not only national policies but also global best practices.
