Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM)
The Delhi High Court has issued a directive to the Aam Aadmi Party (AAP) government, ordering the government to sign a Memorandum of About (MoU) with the Ministry of Health and Family Welfare by January 5. This directive comes despite the Model Code of Conduct being in effect due to upcoming Assembly elections.
Overview of PM-ABHIM
The Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) is a key initiative by the Central government. It aims to enhance public health infrastructure across India. The initiative also focuses on preparing for future pandemics and health emergencies.
Court’s Involvement
The Delhi High Court has been involved in ongoing petitions since 2017. Justices Prathiba Singh and Manmeet Pritam Singh Arora have reviewed cases related to health infrastructure. The court has previously directed the Delhi government to implement recommendations from the Dr. Sarin Committee.
Current Implementation Status
Currently, the PM-ABHIM is only being piloted at the Indira Gandhi Hospital. The pilot focuses on establishing diagnostic labs. A report from the AIIMS director brought into light the limited implementation of the scheme.
Court’s Emphasis on Full Implementation
The court stressed the need for the complete implementation of PM-ABHIM. It stated that the benefits and funds of the scheme must reach the residents of Delhi. The court clarified that funds allocated for PM-ABHIM should not be diverted to other projects.
Comparison with Other States
The court noted that 33 states and union territories have already implemented PM-ABHIM. It deemed the delay in Delhi’s implementation as unjustified. The court’s emphasis on urgency marks the need for immediate action.
The court has mandated that the MoU be signed without delay. The deadline for submission is set for January 13. The court will monitor the situation to ensure the health benefits reach Delhi’s citizens effectively.
