CII Report: “Exit from Lock Down”

The Confederation of Indian Industries recently published its report “Exit from Lock Down”. Under the report, the confederation suggests slow and staggered approach of reopening of industrial sectors.

Key Highlights of the report

The Report suggests classification of geographies as red, amber and green. This should be done based on the incidence of COVID-19 cases. The CII prioritises sectors for a restart based on four indicators as follows

  • Sectors that support essential goods and services
  • Labour Intensive Sectors that supports livelihood and jobs
  • Sectors supporting export market shares
  • Sectors that will help manage imports at minimum level, mostly those of essential requirements.

Stages of Exit

The CII strategizes stage wise exit from Lock Down. The Stage I would include 100% operationalisation of manufacturing, pharmaceuticals, apparels, textiles, minerals, food processing and metals. The Stage II is opening of e-commerce, agri marketing operations, chemicals and automobiles after a gap of one or two weeks of stage I. the Stage III is opening of remaining sectors.
