Can the Scheduled Castes and Scheduled Tribes have reservation in all the states?

A person belonging to a Scheduled Castes or Scheduled Tribe in one State cannot ipso facto claim the same status in another State unless his caste/tribe is declared to be a Scheduled Caste/Scheduled Tribe in relation to that State. In case of States, the President issues the notification with respect to the inclusion or exclusion of any Scheduled Tribe / Scheduled Caste, after consulting the Governor of the State concerned.
