Bikashita Gaon, Bikashita Odisha Scheme

The ‘Bikashita Gaon, Bikashita Odisha’ (BGBO) scheme was launched by Chief Minister Mohan Charan Majhi in Jankia, Khurda district. This initiative seeks to transform rural areas in Odisha by bridging the development gap between urban and rural regions. With a financial commitment of ₹5,000 crore over five years, the scheme aims to enhance the quality of life for the state’s rural population, which constitutes 80% of its residents.

Goals of the BGBO Scheme

  • The primary objective of the BGBO scheme is to ensure comprehensive rural development.
  • It focuses on improving basic infrastructure, enhancing civic amenities, and developing educational facilities.
  • The scheme also promotes micro tourism to stimulate local economies.

Financial Allocation

A budget of ₹5,000 crore has been allocated for the BGBO scheme over five years. For the fiscal year 2024-25, ₹1,000 crore is specifically earmarked. Each project under this scheme will have a minimum cost of ₹3 lakh, ensuring quality standards are maintained.

Key Development Areas

The BGBO initiative targets several key areas for development:

  • Road Connectivity: Enhancing road networks to improve access to rural areas.
  • Civic Amenities: Upgrading facilities such as community centres, market sheds, and public utilities.
  • Educational Infrastructure: Constructing additional classrooms and improving existing educational facilities.
  • Micro Tourism: Developing small-scale tourism projects to boost local economies.

Implementation Strategy

The scheme emphasises public participation in the development process. Villagers will conceptualise and implement their development plans. A portion of the budget, specifically 40%, is reserved for Integrated Tribal Development Agencies (ITDA) to support tribal communities.

Transparency and Accountability

To ensure transparency, collectors will oversee project implementation at the district level. Regular reviews will be conducted, and a social audit system will be established. This aims to hold stakeholders accountable and maintain the integrity of the development process.

Comparison with Previous Initiatives

The BGBO scheme builds on earlier initiatives like ‘Ama Gaon Ama Bikash’ (2018) and ‘Ama Odisha Naveen Odisha’ (2023). These previous schemes faced challenges such as funding shortages and implementation flaws. BGBO aims to address these issues through improved execution and a stable financial framework.
