Social Protection Data Pooling Exercise

India has made substantial advancements in social protection coverage. The Ministry of Labour and Employment, in collaboration with the International Labour Organization (ILO), has initiated a comprehensive data-pooling exercise. This project aims to enhance the understanding of social protection benefits across the country. Recent findings show that 65% of India’s population, approximately 92 crore people, is covered by at least one social protection benefit.

Social Protection Data Pooling Exercise

The data-pooling exercise began on 19 March 2025. It focuses on consolidating data from various Central schemes such as MGNREGA, Employees’ Provident Fund (EPF), and Employees’ State Insurance (ESI). Over 200 crore records were processed using encrypted Aadhaar as a unique identifier. This initiative aims to identify unique beneficiaries and streamline welfare spending.

Current Coverage Statistics

According to the ILO’s World Social Protection Report 2024-26, India’s social protection coverage has grown . Coverage increased from 24.4% in 2021 to 48.8% in 2024. This includes both cash and in-kind benefits. However, the ILO’s assessment may underestimate actual coverage, as it does not account for in-kind benefits like food security and housing.

State-Level Collaboration

The Ministry is actively collaborating with State Governments to gather specific data. Labour Departments in various states play a very important role in compiling and sharing this information. The selected states for the initial phase of data consolidation include Uttar Pradesh, Rajasthan, Maharashtra, Madhya Pradesh, Tamil Nadu, Odisha, Andhra Pradesh, Telangana, Karnataka, and Gujarat.

Impact

This data exercise is expected to enhance India’s reputation as a leader in social protection. It will also assist the Central and State Governments in optimising welfare spending. By identifying unique beneficiaries, states can better manage their social protection schemes. Furthermore, accurate data will strengthen India’s position in international trade and social security negotiations.

Expansion of Employees’ State Insurance Scheme

Recently, the Employees’ State Insurance Corporation expanded its coverage in Uttar Pradesh. Fifteen additional districts were notified under the ESI Scheme, bringing total coverage to 74 out of 75 districts. This expansion marks a critical step in enhancing social security for workers in the region.
