National Waterways Regulations Boost Infrastructure
Recently, India implemented regulations to boost infrastructure development on its national waterways. The National Waterways (Construction of Jetties/Terminals) Regulations aim to streamline the establishment of jetties and terminals by various entities. These regulations are expected to attract private investment and improve logistical efficiency across the country’s extensive waterways network.
Key Features of the Regulations
The regulations mandate that any entity wishing to develop or operate a terminal must obtain a ‘No Objection Certificate’ (NoC) from the Inland Waterways Authority of India (IWAI). This applies to both existing and new terminals, whether they are permanent or temporary. Permanent terminals can be maintained indefinitely by the operator. Temporary terminals will have a five-year term, with options for extensions.
Digital Application Portal
IWAI is developing an online portal to facilitate the application process for terminal developers. This digital platform aims to enhance efficiency and transparency. It aligns with the government’s objective of improving the Ease of Doing Business (EODB). The portal will allow applicants to submit requests and track their progress seamlessly.
Boosting Private Sector Participation
The IWAI has made notable progress in promoting waterways as a vital economic engine. Cargo movement on national waterways increased from 18 million tonnes to 133 million tonnes in the fiscal year 2023-24. This growth is part of a broader strategy to encourage sustainable development and encourage private sector involvement.
Jalvahak Scheme
The newly launched Jalvahak scheme aims to incentivise a shift in cargo transport. The goal is to move nearly 17% of the current 4700 million tonne kilometres of cargo transported on national waterways. This initiative is expected to further stimulate private sector participation in the development of inland waterways.
Economic Impact
The introduction of these regulations is anticipated to reduce transportation costs and enhance cargo movement efficiency. By promoting the establishment of jetties and terminals, the regulations position the inland waterways sector as important driver of economic growth in India.
