PM-JANMAN Package for Particularly Vulnerable Tribal Groups
The PM-JANMAN package is initiative launched in November 2023 to enhance the living conditions of Particularly Vulnerable Tribal Groups (PVTGs) in India. The programme aims for 100% saturation of essential services like housing, water, and roads across PVTG habitations. It addresses the socio-economic challenges faced by 75 PVTG communities in 18 states and one Union Territory.
Background of PM-JANMAN Package
- The PM-JANMAN package was introduced on 15th November 2023, coinciding with Janjatiya Gaurav Divas.
- It is part of the Pradhan Mantri-PVTG Development Mission outlined in the 2022-23 Union Budget.
- The initiative is backed by a budgetary outlay of ₹24,104 crore, with a central share of ₹15,336 crore.
Objectives of the Scheme
- The primary objective is to improve the socio-economic conditions of PVTGs through comprehensive development.
- This includes enhancing access to housing, drinking water, healthcare, education, and livelihood opportunities.
Key Components of the Scheme
The PM-JANMAN package focuses on 11 critical interventions including:
- Housing through the Pradhan Mantri Awas Yojana-Gramin
- Piped water supply under Jal Jeevan Mission
- Mobile medical units via the National Health Mission
- Construction of hostels and Anganwadi Centres for education and childcare.
- Electrification of households through solar energy solutions.
Implementation and Progress
The Ministry of Tribal Affairs oversees the implementation in collaboration with nine line ministries and state governments. Initially, the process faced delays due to data entry requirements on the PM-GatiShakti portal. However, recent clarifications have expedited the sanctioning of homes, with over 4 lakh homes sanctioned as of November 2024.
Future Directions
The scheme is set to run from 2023-24 to 2025-26. It aims to achieve comprehensive development across critical sectors, ensuring improved quality of life for PVTGs. The focus will remain on timely execution and effective utilisation of resources.
Budgetary Allocation and Utilisation
The total budget of ₹24,104 crore is allocated to various ministries for the execution of the PM-JANMAN package. This includes provisions for housing, healthcare, education, and infrastructure development specifically targeting PVTG populations.
