SMILE Scheme Expands to Odisha Cities

The SMILE scheme is gaining momentum in Odisha and aims to support marginalized individuals, which focuses on rehabilitation and livelihood. Launched in February 2022, it is a central government project, under the Ministry of Social Justice and Empowerment.

Objectives of the SMILE Scheme

The primary goal is to rehabilitate beggars, which promotes self-sufficiency through livelihood opportunities. It also encourages enterprise development. The initiative seeks to create a supportive environment for marginalized individuals.

Phase Two Implementation

The second phase targets 50 cities. Bhubaneswar, Puri, and Jajpur are included. Bhubaneswar has confirmed participation. Puri and Jajpur are yet to approve. Urgent communication has been sent to expedite their consent.

Nodal Officers and Bank Accounts

Officials in Puri and Jajpur must identify nodal officers. These officers will oversee the implementation process. They also need to set up bank accounts for fund disbursement. This information is crucial for advancing the scheme.

Selection Criteria for Cities

Cities were selected based on their status. Puri and Jajpur are recognised as tourist destinations. Bhubaneswar is classified under the temple city category. This strategic selection aims to enhance the scheme’s effectiveness.

Previous Initiatives in Bhubaneswar

Last year, Bhubaneswar Municipal Corporation took proactive steps. They conducted a drive to identify beggars. Many were placed in shelter homes. The city aims to create a beggar-free environment. The SMILE scheme will complement these efforts.

The successful implementation of the SMILE scheme could transform lives. It holds potential for economic independence. The initiative may also improve the overall social fabric. The focus remains on empowering marginalized individuals.
