NHAI Introduces Performance Rating System for Highways
The National Highways Authority of India (NHAI) has launched a new performance rating system, which aims to enhance accountability in highway construction and maintenance. The system evaluates concessionaires every six months and ratings will be publicly available on NHAI’s website and social media platforms.
Evaluation Criteria
The ratings are based on two main factors. The Pavement Condition Index (PCI) holds 80% weightage and the NHAI One App compliance accounts for 20%. The PCI is a scientific score ranging from 0 to 100. It reflects the road’s condition, categorized from “Excellent” to “Failed.” This assessment follows the IRC 82:2023 guidelines.
Factors Influencing PCI
The PCI considers six critical factors, including road roughness, potholes, cracks, and patchwork. Advanced technologies will be employed for accurate assessments. Laser Crack Measurement Systems and Network Survey Vehicles will gather data. All data processing occurs under NHAI’s supervision.
Rating Process
Companies will receive ratings for individual projects and overall performance. A score below 70 out of 100 designates a company as a “non-performer.” Such companies will be ineligible for new highway projects until ratings improve. The assessment will be updated semi-annually.
